Alto Pass Water District

Established in accordance with the Public Water District Act (70 ILCS 3705) and located in Alto Pass, IL. This district has supervision and control of all waterworks properties acquired or constructed within Alto Pass, IL and has the power and duty to maintain, operate, extend and improve the same. The board consists of five members with four members appointed by the Union County Board of Commissioners for five year terms and one member appointed by the Jackson County Board of Commissioners. Revenue is generated from user fees from the operation of the waterworks properties.

Clear Creek Levee & Drainage District

Established in accordance with the Illinois Drainage Code (70 ILCS 605) and located in Wolf Lake, IL. This district manages and maintains levees and flood/field drainage systems. The board consists of three commissioners appointed by the Union County Board of Commissioners for three year terms. Revenue is generated from drainage tax which is attached to annual property tax bills.

Ebenezer Hall Cemetery Board

Established in accordance with the Cemetery Association Act (805 ILCS 320/4). This board manages the condition and maintenance of the Ebenezer Hall Cemetery. The board consists nine members appointed by the Union County Board of Commissioners for six year terms. Funding is generated by donations.

Farmland Assessment Committee

Established in accordance with Illinois Property Tax Code (35 ILCS 200/10-120). This committee advises the chief county assessment officer on the interpretation and application of the state certified farmland values and guidelines. The Committee consist of 5 members: the Chief County Assessment Officer, the Chairman of the County Board of Review, and 3 farmers appointed by the Chairman of the Union County Board. Funding is generated by tax levies for the general fund.

Jackson-Union Regional Port District

Established in accordance with the Jackson-Union Regional Port District Act (70 ILCS 1820/1). This Board governs port district embracing Jackson and Union Counties; develops and regulates port’s harbor and facilities; issues construction permits; prevents obstruction in navigable waters; establishes and maintains public airports and airport facilities. The Jackson-Union Regional Port District is comprised of seven members; three members appointed by the Governor, two members appointed by Union County Board and two members appointed by Jackson County Board. Funding is generated by tax levies.

Lick Creek Water District

Established in accordance with the Public Water District Act (70 ILCS 3705) and located in Buncombe, IL. This district has supervision and control of all waterworks properties acquired or constructed within Buncombe, IL and has the power and duty to maintain, operate, extend and improve the same. The board consists of seven members appointed by the Union County Board of Commissioners for five year terms. Revenue is generated from user fees from the operation of the waterworks properties.

Shawnee Development Council

Established in 1965 after the approval of the Office of Economic Opportunity in Washington DC. Shawnee Development Council, Inc. is a non-profit Community Action Agency designated by the State of Illinois Community Services Block Grant Program. SDC seeks to involve the community, including elected public officials, private sector representatives, and low-income residents in assessing local needs and attacking the causes and conditions of poverty. The mission is to enable individuals, families, and communities to determine their needs and obtain the resources required to accomplish their goals of self-sufficiency and a better quality of life. The board is comprised of three individuals from each of the seven counties in the service area. They represent local officials, low-income individuals and the private sector. The Union County Board of Commissioners are responsible for appointing two of the three board members from Union County. The Shawnee Development Council is funded by federal and state grants.

Shawnee Mass Transit District Board

Established in accordance with the Local Mass Transit District Act (70 ILCS 3610). Shawnee MTD is a nonprofit public transportation provider serving the five southernmost counties in Illinois. The mission is to provide safe, affordable and effective transportation to all the citizens of their five-county district. The board is comprised of 5 board members; one from each county. The Union County Board is responsible for the appointment of one board member. The Shawnee Mass Transit District is a state and federally funded 501(c)(3) nonprofit public transportation provider.

Shawnee Valley Water District

Established in accordance with the Public Water District Act (70 ILCS 3705) and located in Wolf Lake, IL. This district has supervision and control of all waterworks properties acquired or constructed within Wolf Lake, Ware and surrounding areas in IL and has the power and duty to maintain, operate, extend and improve the same. The board consists of seven members with one member appointed by the Union County Board of Commissioners for five year term. Revenue is generated from user fees from the operation of the waterworks properties.

Southern Five Regional Planning Board

Established in accordance with the Regional Planning Act (55 ILCS 5/14). Southern Five Regional Planning Board administers in-house and local Revolving Loan Funds and prepares Community Development Assistance Program grants for public facilities and housing rehabilitation. The board works closely with USDA Rural Development and the Dept. of Natural Resources, provides technical assistance to local governments on matters pertaining to land development, and has an in-house GIS lab able to produce maps of the region. They are also a Center for Regional Statistics and provide assistance to member communities with special projects. The board is comprised of seventeen members. The Union County Board of Commissioners appoints one commissioners and one private citizen to this board. Southern Five Regional Planning Board is funded, in part, by the US Dept. of Commerce’s Econ Development Admin. In addition, revenue is generated through membership dues.

Southern Seven Health Department

Established in accordance with the County and Multi-County Health Departments (55 ILCS 5/5-25001). Southern Seven works with local communities to provide basic public health services such as safe drinking water, controlling communicable diseases and helping women have healthy babies. Southern Seven is governed by a 28 member Board of Healthconsisting of 4 members from each of the seven counties. The Union County Board of Commissioners appoint four members under code 55 ILCS 5/5-25012. Funding sources include local taxes, State of Illinois (Illinois Department of Public Health, Illinois Department of Human Services) and federal government (Department of Health and Human Services). Other funding sources include Department of Children and Family Services and Illinois State Board of Education. Fees for services also provide revenue. These fees also include Medicare and Medicaid.

Southern Fourteen Workforce Investment Board

Established under the IL Workforce Investments Board Act (20 ILCS 3975/1). The Southern 14 Workforce Investment Board is a private, not-for-profit corporation dedicated to providing the highest quality and most effective workforce development services to the residents in 14 counties. The Board is the grant recipient for Workforce Innovation and Opportunity Act Funds and is responsible for oversight and monitoring of the programs operated with those funds. The Board includes two local business persons from each of the 14 counties. Funding is authorized by Congress and administered through the Department of Labor

Union/Alexander County Emergency Telephone System Board

Established by an Intergovernmental Agreement by and between the Union County Board of Commissioners and the Alexander County Board of Commissioners allowed under section 15.4 of the Emergency Telephone System Act (50 ILCS 750/15.4). The duties of the ETSB include planning a 9-1-1 system, coordinating and supervising the implementation and maintenance of the system, including the establishment of equipment specifications and coding systems, receiving moneys for deposit into the ETSB Fund, authorizing disbursement from the fund and hiring any staff necessary for the implementation and upgrade of the system. The ETSB Board consists of 7 members; two appointed by Alexander County and 5 appointed by Union County. Both counties appoint one member of the Board of Commissioners and one representative of 9-1-1 public safety for their respective counties. The Union County Board of Commissioners also appoints the Sheriff, the Director of the Union County Ambulance Service or his designee and a public member who is a resident of the local exchange service territory included in the 9-1-1 coverage area. All terms are for four years. The ETSB receives funding from the wireline and wireless telephone surcharge imposed on subscribers’ bills, service fees from participating members and interest accrued on surcharges.

Union County Hospital District

Established under the Hospital District Law (70 ILCS 910/11). The Union County Hospital District Board is responsible for establishing and monitoring the operations of the hospital and it’s financial performance. The board consist of nine directors appointed by the Union County Board of Commissioners for three year terms. Revenue is generated from fees collected from hospital lease and property taxes

Union County Hotel Operators’ Occupancy Tax Board

Established by the Union County Board of Commissioners pursuant to Union County Ordinance 2015-1. The Hotel Operators’ Occupancy Tax Board (unofficially referred to as the Tourism Board) is tasked with advising the County Commissioners on the distribution of tourism grants. The board was established by the Commissioners to develop an application process for those seeking the dollars generated by the Occupancy Tax and to make recommendations on what projects to fund. While the Board of Commissioners retains the final say on grant applications, the intention is to rely heavily on the individual expertise of the Tourism Board’s members. The Union County Hotel Operators’ Occupancy Tax Board is comprised of six members who are appointed for two year staggered terms. The board consists of a representative of the Union County Board of Commissioners, the Executive Director of the Southernmost Illinois Tourism Bureau, two owner/operators of a hotel, and two at large members. Revenue is generated from the receipts of bed tax from county hotels and motels.

Union County Board of Review

Established in accordance with the IL Property Tax Code (35 ILCS 200/6-30). The Union County Board of Review reviews property tax assessments in the County. The Board accepts and holds hearings on assessment complaints. Members research values on each complaint filed, thereafter issuing a written decision. Other duties include intra county equalization, representing the County in all State Property Appeal board proceedings, adding omitted property to tax rolls, acting on exemption requests and performing sales ratio studies. Upon completion, the board delivers one set of assessment books to the County Clerk, who then certifies the abstract to the Illinois Department of Revenue. The Union County Board of Review consists of three members whom are appointed by the County Board after passing a State administered exam. The Union County Board of Review is funded by the County’s General Fund.

Wolf Lake-Ware Fire Protection District

Established in accordance with the Fire Protection District Act (70 ILCS 705/4). The district provides information on fire risk assessments, permits, fire alarms and safety guidance. The district is comprised of three members appointed by the Union County Board of Commissioners for three year terms. The district receives funding from annual property tax levies.
