This posi­tion will per­form all ser­vices and acts rea­son­ably nec­es­sary to ful­fill the duties and respon­si­bil­i­ties of Coun­ty Engi­neer as described in the Illi­nois High­way Code (605 ILCS 5).

Job Description

a. Pre­pare or cause to be pre­pared, plans, spec­i­fi­ca­tions, and esti­mates for all bridges and cul­verts to be built by the Coun­ty, and to super­vise the con­struc­tions of all bridges and culverts.

b. Act for the Coun­ty in all mat­ters relat­ing to the super­vi­sion of the con­struc­tion or main­te­nance of any high­way con­struct­ed or main­tained in who or in part at the expense of the County.

c. Advise and direct the Union Coun­ty Board of Com­mis­sion­ers, when request­ed in writ­ing, as to the best meth­ods of con­struc­tion, repair or main­te­nance of town­ship and dis­trict roads.

d. Pre­pare or cause to be pre­pared all maps, plans, spec­i­fi­ca­tions and esti­mates of costs need­ed in order to com­ply with the pro­vi­sions of Sec­tion 6–701.1 of the Illi­nois com­plied statutes.

e. Super­vise the con­struc­tion and main­te­nance of all coun­ty high­ways with the county.

f. Keep and main­tain ade­quate records and books of all recip­i­ents, con­tracts, pur­chas­es of mate­ri­als, machin­ery or appa­ra­tus to be used in road con­struc­tion to ver­i­fy dis­burse­ments of funds and make avail­able to Auditors.

g. Act for the Coun­ty in all mat­ters relat­ing to the con­struc­tion and main­te­nance of coun­ty unit dis­trict roads.

h.  Per­form oth­er law­ful duties as may be pre­scribed by law or as may be required or direct­ed by a major­i­ty of the Union Coun­ty Board of Com­mis­sion­ers (Fuel Sys­tem, Build­ing Per­mits, Flood Plan Man­ag­er, etc).

i.  Main­tain any all qual­i­fi­ca­tions, cer­tifi­cates and/or licens­es as are nec­es­sary to ful­fill duties and receive any all addi­tion­al train­ing or edu­ca­tion as is required by law.

j. Engi­neer will have author­i­ty, sub­ject to com­pli­ance with any col­lec­tive bar­gain­ing agree­ments, and Coun­ty direc­tives, to deter­mine over­time for employ­ees, pur­chase parts for High­way repairs, and attend to the min­is­te­r­i­al func­tion approv­ing progress pay­ments on con­tracts which are approved by the Coun­ty Board.



Bach­e­lor’s Degree in Civ­il Engineering

Meet the statu­to­ry require­ments of 605 ILCS 5

At least five (5) years prac­ti­cal expe­ri­ence in civ­il and high­way engi­neer­ing includ­ing high­way con­struc­tion and main­te­nance experience

Reg­is­tered as a Pro­fes­sion­al Engi­neer dis­ci­plined in Trans­porta­tion, Road­way and Bridge Construction

Suc­cess­ful­ly obtain cer­ti­fi­ca­tion as NBIS Inspec­tion Team Leader & Pro­gram Man­ag­er by the State of Illinois

Expe­ri­ence in FHWA  & State DOT Poli­cies and Procedures

Knowl­edge of traf­fic operations/drainage design and maintenance/site devel­op­ment review, Flood­plain Man­age­ment expe­ri­ence desired

Computer/technology skills desired

Bud­get expe­ri­ence desired
