Chester Man Charged with First Degree Murder


Union Coun­ty State’s Attor­ney Tyler R. Edmonds and Union Coun­ty Sher­iff Scott Harvel announced today that William P. Was­mund (DOB 10-28-1970) of 1510 Hyland Road, Chester, Illi­nois has been indict­ed on one (1) count of First Degree Mur­der in con­nec­tion with the death of Jef­fery A. Spicer (DOB 09-13-1965) of Mur­phys­boro.  The charges result from an exten­sive inves­ti­ga­tion by the Union Coun­ty Sheriff’s Office and Jack­son Coun­ty Sheriff’s Office.  Spicer was found dead along the high­way at 7625 State Route 3 North in rur­al Union Coun­ty on Sep­tem­ber 16, 2018.  Was­mund is charged with set­ting a shot­gun with a trig­ger set to fire when the door of a shed opened know­ing that such act cre­at­ed a strong prob­a­bil­i­ty of death or great bod­i­ly harm to any per­son open­ing the door of the shed.  The shed was locat­ed at the 7625 State Route 3 North property.


Was­mund was tak­en into cus­tody ear­ly Wednes­day morn­ing at the Chester Police Depart­ment.  Was­mund is set for First Appear­ance on Thurs­day, Feb­ru­ary 7 at 9:00 a.m. before Pre­sid­ing Judge Mark Boie at the Union Coun­ty Cour­t­house in Jones­boro.  Was­mund is being held in the Jack­son Coun­ty Jail on $1,000,000 bond.


Agen­cies assist­ing the Union Coun­ty Sheriff’s Office and Jack­son Coun­ty Sheriff’s Office in the inves­ti­ga­tion include Illi­nois State Police Crime Scene, Car­bon­dale Police / SIUC Police Bomb Squad, Illi­nois Sec­re­tary of State Police Bomb Squad and the Union Coun­ty Coroner’s Office.


The Union Coun­ty State’s Attorney’s Office reminds the pub­lic that charges are not evi­dence of guilt.  A defen­dant is pre­sumed inno­cent and is enti­tled to a fair tri­al in which the gov­ern­ment has the bur­den of prov­ing guilt beyond a rea­son­able doubt.
