Ordinance Chapter: Article III - Esda Rescue Squad

Pro­tec­tion of Union Coun­ty Gov­ern­ment requires mem­bers of the Union Coun­ty Res­cue Ser­vice, or Union Coun­ty ESDA, to be prop­er­ly cov­ered in man­ners of liability.

Only mem­bers appoint­ed by the Union Coun­ty ESDA Coor­di­na­tor of this spe­cial­ized ser­vice will pro­vide pri­ma­ry Res­cue Ser­vices unless prop­er pro­ce­dure for devi­a­tion is followed.

Devi­a­tion pro­ce­dure for addi­tion­al assis­tance is sum­ma­rized in Arti­cle III.

All arti­cles, rules, reg­u­la­tions and per­son­nel are set forth by the Union Coun­ty Coor­di­na­tor or his appointees and can be sub­ject to change or vari­ance at any time.

The dis­patch of the Union Coun­ty Res­cue Squad will be done by the Union Coun­ty Sheriff’s Office in Jones­boro, Illi­nois. ONLY!

After the need for any type of pri­ma­ry Res­cue Ser­vice is deter­mined, autho­rized per­son­nel on the scene will con­tact the Union Coun­ty Sheriff’s Office and request assis­tance from the Union Coun­ty Res­cue Squad; estab­lished and main­tained by the Union Coun­ty Emer­gency Ser­vices and Dis­as­ter Agency.

Autho­rized per­son­nel shall con­sist of any police, ambu­lance, and fire per­son­nel cur­rent­ly on the scene.

After the Union Coun­ty Res­cue Squad is en route, they are to con­tact the Union Coun­ty Sheriff’s Office, who in turn will retone the Res­cue Call.  This will inform all Res­cue per­son­nel that the equip­ment van is on the way to the acci­dent scene, or area of dis­as­ter that is request­ing assis­tance.  All oth­er Union Coun­ty Res­cue Squad mem­bers will report to the scene.

Only des­ig­nat­ed per­son­nel appoint­ed by the Union Coun­ty ESDA Coor­di­na­tor will be able to request addi­tion­al Res­cue ser­vices for Mutu­al Aid from any oth­er agency.  These appointees will be respon­si­ble for this deci­sion, and will be respon­si­ble for report­ing all find­ings to the Union Coun­ty ESDA Coor­di­na­tor in person.

(A) The pri­ma­ry func­tion of ESDA Res­cue Ser­vices is to pro­vide any, and all types of spe­cial­ized needs in time of nat­ur­al and/or man made disasters.

(B) ESDA Res­cue Squad is main­tained and con­trolled by the Union Coun­ty Coor­di­na­tor of the local ESDA or any oth­er per­son­nel appoint­ed to a posi­tion of respon­si­bil­i­ty with­in this Coun­ty agency by said ESDA Coordinator.

(C) This squad is respon­si­ble for pro­vid­ing safe and prompt pri­ma­ry Res­cue ser­vices to all Union Coun­ty cit­i­zens, or vis­i­tors, through­out any incor­po­rat­ed or unin­cor­po­rat­ed areas of Union County,Illinois.

(D) Union Coun­ty Res­cue Ser­vices shall be respon­si­ble for ini­tial response with­in Union Coun­ty bound­aries and pro­vide pri­ma­ry Res­cue ser­vices in all instances.

(E) Any devi­a­tion from this pro­ce­dure rests with the Coor­di­na­tor of the Union Coun­ty ESDA or prop­er­ly appoint­ed personnel.

(F) Requests for Mutu­al Aid assis­tance is sum­ma­rized in Arti­cle II.
