The Coun­ty will assure non-dis­­crim­i­­na­­to­ry employ­ment prac­tices in recruit­ment adver­tis­ing, employ­ment, place­ment, lay­off or ter­mi­na­tion, pro­mo­tion, demo­tion or trans­fer, rate of pay or oth­er forms of com­pen­sa­tion and use of facilities.
