Inop­er­a­ble motor vehi­cles, whether locat­ed on pub­lic or pri­vate prop­er­ty and in view of the gen­er­al pub­lic, are here­by declared to be a nui­sance for which the pro­vi­sions and penal­ties here­of shall apply.
