Rights of abut­ting prop­er­ty own­ers are cov­ered under Illi­nois Statutes (605 ILCS 5/9–113 and 5/9–127).  The Depart­ment shall not be a par­ty in any nego­ti­a­tions between the util­i­ty and abut­ting prop­er­ty owners.
