This pol­i­cy is ori­ent­ed toward the preser­va­tion of the rights and priv­i­leges of the gen­er­al pub­lic in the safe and free use of the Coun­ty High­way Sys­tem while allow­ing the opti­mum usage of the high­way rights of way by util­i­ties that pro­vide need­ed and use­ful ser­vices to the gen­er­al public.
